Strength tops out at 66 since two-handing a weapon gives you 1.5 × Strength Stat (66) = 99 strength. IDK why this isn't a more common response but the Astora Greatsword (found early in the cathedral of the deep) is probs one of the best DEX scaling ultra greatswords in the game tbh. The move set is great and the dex scaling is good too! I used it on my DEX/Faith build (infused sharp+ buffed) and it worked well..
